Dear Sir,

Formation of Hindi cadre and filling up of Hindi posts

Your attention is invited to the orders of the President of India on recommendations in the First Part of the Report of the Committee of Parliament on Official language, regarding formation of separate cadre for Official language purpose as advised by the Ministry of Home Affairs, GOI, Dept. of Official Language vide their resolution No. 1/20012/1/87-01 (A-I) dated 30th Dec. 1988. Earlier, the Government of India, Ministry of Home Affairs (Dept. of O.L.) had issued instructions vide O.M. No. 13035/3/80-O.L.(C) dated 27th April 1981. Further, the Ministry of Finance, (Banking Division) have also issued a Staffing Pattern in 1987, which was revised in 1990.

2. The matter was discussed in the 69th meeting of Official Language Implementation Committee of public sector banks held on 17th October 1996 (vide para 3 (ii) (b) and (c) of the minutes). Status Reports were obtained from the banks. The position was reviewed in the 71st meeting of OLIC held on 21st April 1997 and banks were advised to take effective steps to ensure posting of Rajbhasha Officers at different levels as per staffing pattern laid down by Government of India, Ministry of Finance (Banking Division).

3. We advise that the Committee of Parliament on Official

 

 

 

Language, during its visit to RBI in March 1997, observed that certain banks had not formed the Official Language Cadre in their banks and that a number of posts were lying vacant. The Committee has, therefore, desired that banks may take necessary steps to form an Official language Cadre and fill up the related vacancies.

4. Banks are advised to take necessary action in the matter with the approval of the Board of Directors. The action taken or proposed to be taken to comply with the Committee's Orders may be advised to us.
